About me
Luisa F. Echeverría-King holds a Ph.D. in Education from the University of Murcia (Spain) and is Director of Diplomacy and International Scientific Cooperation at Universidad Simón Bolívar (Colombia). She works as a researcher and consultant in international higher education, science diplomacy, and capacity building in science, technology, and innovation in Latin America.
She has advised intergovernmental organizations, governments, and universities, contributing to policy design on internationalization and science. In 2024, she served as technical advisor to the Guidelines for Colombia’s National Policy on the Internationalization of Higher Education.
Dr. Echeverría-King has been awarded fellowships and training by AAAS–TWAS, DAAD, MASHAV, the Warsaw Science Diplomacy School, the Brazilian School of Science and Innovation Diplomacy, and the University of São Paulo.
She is a founding member of OWSD–UNESCO Colombia, a member of the Global Young Academy since 2023, and of Springer Nature’s Latin America Research Advisory Council since 2024. In 2025, she joined the InterAcademy Partnership (IAP) Working Group on Advancing Global Scientific Exchange.
Luisa F. She is a researcher and consultant on topics related to international higher education, science diplomacy, and capacity building in science, technology, and innovation in Latin America. She has worked as a consultant for intergovernmental organizations, national and local governments, as well as higher education institutions.
Dr. Echeverría-King is an expert in science policy and internationalization policy and has advised on higher education policy development. In 2020, she completed a course on Science Diplomacy in India; she is also an alumna of the Warsaw Science Diplomacy School and the Brazilian School of Science and Innovation Diplomacy. She was awarded fellowships by AAAS and TWAS (2021) for a program on Science Diplomacy from the perspective of the Global South, and by DAAD (2014) for a course on Internationalization Management. In 2016, she received a MASHAV fellowship for training on New Pedagogies in Higher Education. More recently, in November 2024, she completed the Innovation and Artificial Intelligence Diplomacy course at the University of São Paulo.
She is a founding member of the Colombian National Chapter of the Organization for Women in Science for the Developing World (OWSD-UNESCO) and serves as a member of the Liaison Committee of the Regional Focal Point for Latin America and the Caribbean of the International Science Council. Since 2023, she has been a member of the Global Young Academy, and in 2024 she joined the Latin America Research Advisory Council of Springer Nature.
Dr. Echeverría-King has advised on the development of various institutional and governmental policies related to internationalization and science. In 2024, she served as technical advisor to the Guidelines for Colombia’s National Policy on the Internationalization of Higher Education, launched in November 2024. In 2025, she joined the InterAcademy Partnership (IAP) Working Group on Advancing Global Scientific Exchange.
