About me
Luisa F. Echeverría-King, Ph.D. in Education from the University of Murcia (Spain), is Director of Science Diplomacy and International Scientific Cooperation at Universidad Simón Bolívar (Colombia). Researcher and consultant with broad experience in international higher education, science diplomacy, and STI capacity building in Latin America, she also serves as researcher and mentor at the International Centre for EdTech Impact (ICEI), advising EdTech companies on evidence-based strategies to enhance learning design and social impact.
Luisa has led international projects, advised on education and science policy, and fostered strategic alliances among academia, government, and global organizations. Member of the Global Young Academy and Springer Nature’s Latin America Research Advisory Council, she also contributes to the ISC and OWSD-UNESCO networks. Her career reflects a strong commitment to advancing innovation, cooperation, and inclusive scientific development across the Global South.
Luisa F. Echeverría-King holds a Ph.D. in Education from the University of Murcia (Spain) and currently serves as Director of Science Diplomacy and International Scientific Cooperation at Universidad Simón Bolívar (Colombia). She is a researcher and consultant with extensive experience in international higher education, science diplomacy, and capacity building in science, technology, and innovation (STI) in Latin America.
Luisa is also a researcher and mentor at the International Centre for EdTech Impact (ICEI), where she advises emerging and established EdTech companies on evidence-based strategies to enhance pedagogical design, scalability, and social impact. Her work includes leading analytical reports grounded in data and scientific evidence, contributing to international research projects on digital learning ecosystems and AI-driven education, and mentoring innovators and researchers in the design of evaluation frameworks and impact methodologies.
Throughout her career, Luisa has developed a strong record in building strategic alliances between academia, government, and international organizations. She has advised on public, scientific, and educational policy, and led collaborative international projects that strengthen institutional capacities and generate shared benefits for all stakeholders. Her ability to connect diverse actors has positioned her as a key facilitator of cooperation networks and innovation-driven partnerships across Latin America and beyond.
Her training includes specialized courses in Science Diplomacy and Innovation from India, Brazil, Poland, and the University of São Paulo. She was awarded fellowships by AAAS-TWAS (2021), DAAD (2014), and MASHAV (2016), focusing on science diplomacy, internationalization, and pedagogical innovation.
Luisa is a member of the Diplocientífica network and a founding member of the Colombian Chapter of OWSD-UNESCO. She also serves on the Liaison Committee of the ISC Regional Focal Point for Latin America and the Caribbean, and is a member of the Global Young Academy (since 2023) and the Springer Nature Latin America Research Advisory Council (since 2024). In 2024, she acted as technical advisor for Colombia’s National Guidelines on the Internationalization of Higher Education, officially launched in November 2024. Since 2025, she has served as a member of the IAP Cooperation and Networking Committee.
